ECHA launches public consultation on DBNPA

On November 20, 2018, the European Chemicals Agency (ECHA) launched a public consultation on DBNPA (CAS 10222-01-2) as a potential candidate for substitution.

Earlier in 2018, ECHA had announced that its Biocidal Product Committee (BPC) supports the approval of DBNPA as a disinfectant for Product Type (PT) 4 “Food and feed area”. However, the final adoption of the BPC opinion was still pending the assessment of Denmark, the evaluating Member State, of whether DBNPA meets the new criteria for endocrine-disrupting properties. The BPC have not yet concluded on this position. As a potential endocrine disruptor DBNPA would meet the exclusion criteria under the Biocidal Products Regulation (BPR), however, since the risk assessment demonstrates safe use –as already agreed in the earlier BPC approval, then a derogation for approved use should be expected.

Dow Microbial Control has supported DBNPA since the submission of the active substance dossiers under the Biocidal Product Directive many years ago, contributing to the positive opinion of the BPC for PT 4. Dow Microbial Control continues to support the remaining active substance dossiers for PTs 2 (Disinfectants and algaecides not intended for direct application to humans or animals), 6 (Preservatives for products during storage), 11 (Preservatives for liquid-cooling and processing systems), 12 (Slimicides) and 13 (Working or cutting fluid preservatives) for which BPC approvals are expected in the coming years.
